La Chaîne de l’Espoir est une ONG internationale fondée en 1994. Elle a pour vocation de renforcer les systèmes de santé pour donner à chacun et en particulier aux enfants les mêmes chances de survie et de développement.
Nous intervenons dans 28 pays par une approche globale, centrée sur l’enfant mais également sur les mères et les communautés défavorisées :
- Prévention et dépistage dès le plus jeune âge, notamment dans le cadre de programmes de santé à l’école.
- Soin et chirurgie, afin de répondre aux besoins les plus urgents des enfants et de leurs mères.
- Formation et transferts de compétences aux équipes locales grâce à notre réseau international d’experts dans tous les domaines de la chirurgie.
- Construction et équipement de structures hospitalières adaptées aux besoins locaux.
Poste et mission
La Chaîne de l’Espoir has been active in Lebanon since 2005 as a partner of the Lebanese association Heartbeat, facilitating access to cardiac surgery for children with heart defects. Between 2016 and 2020, this partnership expanded to include a pediatric orthopedic surgery program targeting the most vulnerable refugee and Lebanese children. In March 2021, the organization launched a three-year project to strengthen civil society’s capacity for prevention, screening, and management of congenital orthopedic conditions, funded by the French Development Agency (AFD). As of May 2024, this program is self-funded and has been complemented by a larger-scale project aiming to improve care for newborns and children with gastrointestinal conditions. This initiative, funded by DG-ECHO, supports public hospital care quality in Lebanon, primarily at Quarantine Hospital in Beirut. The project encompasses care delivery, prevention, training, and psychosocial support.Activités principales
General scope of the position:
The Head of Mission manages the country office.
They have the overall responsibility for strategic planning, operations’ implementation and fundraising. They ensure that La Chaîne de l’Espoir’s operations in Lebanon contribute effectively and efficiently to meet the needs of project beneficiaries and that set objectives for the office and projects are achieved in time.
They represent La Chaîne de l’Espoir in the country, they create and maintain strong relationships with partners in order to ensure La Chaîne de l’Espoir’s visibility in Lebanon.
They are ultimately responsible for the security and safety management of the mission and its employees.
They report directly to the Desk Officer based in the headquarter and liaises with other headquarter departments where and when needs be. They supervise all operations in Lebanon.
Essential duties and responsibilities:
The Head of Mission handles the following activities.
- Representation and external relations
- Country operational strategy
- Project management
- Human resources management
- Budget, financial, and administrative management
- Safety and security
Formation et experience
Education:
Advanced university degree in business administration, political science, international relations, project management or a related field is required.
Work experience:
A minimum of 5 years’ experience within the solidarity sector. A minimum of 3 years in a similar position, preferably with an international NGO.
Experience in Health Sector is desirable
A solid humanitarian background is necessary.
Compétences et qualités requises
Languages:
Good verbal and written communication skills in English.
Knowledge of Arabic is desirable.
French is an asset.
Personal qualities:
Adherence to humanitarian principle and La Chaîne de l’Espoir’s code of ethics;
Strong analytical skills and ability to develop comprehensive and inclusive country strategies and context analysis;
Excellent interpersonal and diplomatic skills, with a proven track record in forming effective relationships with a range of traditional, local and international authorities, organisations and donors;
Good reporting skills, with proven ability in financial report writing;
Demonstrated experience in managing compliance to strategic donors’ requirements;
Experience of working in insecure environments or complex emergency contexts;
Computer proficiency in Microsoft Office Package;
Conditions
- 12 months full time contract renewable, as an expatriate
- Non accompanied status
- Position based in Beyrouth
- Starting date: Febrary 2025
- Monthly per diem and living allowance: 915 euros net
- R&R: 5 days R&R at 3 and 9 months of contract
- Travel: round trip ticket flight beginning/end of contract + paid leaves at 6 months of contract
- Housing: individual guesthouse
- Medical coverage with 50% of employer contribution
- Medical evacuation and repatriation insurance paid by the employer
- Death and disability insurance paid by the employer
- Monthly gross salary from 2900 euros according to experience
